Singapore-Malaysia Bus Services: What's the Deal with Tour Buses? (2026)

Heads up, Singaporean tour bus operators! Navigating the roads of Malaysia just got a little more complex. Malaysian Transport Minister Anthony Loke has clarified the rules: while tour buses from Singapore are welcome, they can't operate as express services.

This isn't a one-way street; it's a reciprocal agreement. Malaysian tour buses enjoy similar privileges in Singapore, and Singaporean tour buses can bring visitors into Malaysia. This is seen as a benefit to Malaysia, and they are not banned.

But here's where it gets controversial: if a tour bus attempts to function as an express bus, selling tickets for scheduled routes, that's where the red flag goes up. Mr. Loke stated that action will be taken against such violations, as he announced in Parliament on December 2nd.

The situation stems from a request by Singapore for Malaysia to allow its express buses, mirroring the arrangement for Malaysian buses. However, this is where the legal systems diverge. Singapore doesn't have a specific legal category for express buses. Instead, they differentiate between tour buses and scheduled buses.

Mr. Loke emphasized that Malaysia's stance remains firm: express bus services from Singapore will not be permitted. This decision was in response to a supplementary question from opposition Member of Parliament Ahmad Marzuk Shaary, who raised concerns about the inspection and safety compliance of Singaporean tour buses.

Mr. Ahmad Marzuk pointed out that some Singaporean tour buses have been operating in Malaysia for years without undergoing inspections from Puspakom, a vehicle services firm, or adhering to local safety standards. Mr. Loke acknowledged this, stating that such operators have been taking advantage of the system. He also made it clear that Malaysia will not grant permits for Singaporean express buses, as it would put local operators at a disadvantage.

What do you think about this decision? Do you agree with the restrictions on Singaporean tour buses, or do you believe there should be more flexibility? Share your thoughts in the comments below!
